Introduction

It is common for Green Star NZ Accredited Professionals (GSNZAPs) and project contacts to have questions about how the Green Star NZ Technical Manual guidance applies to their projects, or propose alternative yet equivalent methods for compliance. For this reason the NZGBC offers GSNZAPs and project contacts the opportunity to have their inquiries and requests reviewed via the Project Inquiry and Credit Interpretation Request (CIR) processes.

It is acknowledged that GSNZAPs and project contacts also have comments and inquiries about the Technical Manual guidance that are not related to registered projects, and these can be dealt with as Technical Feedback.

Project Inquiries, CIRs and Technical Feedback may be converted into and released as Technical Clarifications (TCs) where they identify urgent clarification of Technical Manual guidance relevant to all projects. Please submit these forms to the NZGBC at greenstarnz@nzgbc.org.nz.

It is the responsibility of GSNZAPs and project contacts to remain up to date with the TCs and CIRs released, as these may affect the submissions they are working on. These documents are available to download under ‘TC & CIR Rulings’.

Credit Interpretation Requests

Credit Interpretation Requests (CIR) relate to situations where it is believed that a project has an alternative yet equivalent way to comply with the Aim of a Credit. GSNZAPs and project contacts are invited to submit CIRs for their project where appropriate but must provide sufficient supporting evidence to allow a ruling to be made. CIR rulings are then published on this webpage to provide guidance to other projects; however each project must submit its own CIR where a similar issue is apparent within a project, as CIRs are assessed on a case-by-case basis.

Project Inquiries

Project Inquiries are only to be made by the GSNZAP or main contact of a registered project. Each project receives four complimentary inquiries, after which a fee of $100 per inquiry will be charged. The NZGBC may determine that a Project Inquiry is applicable to all projects, and release the NZGBC response as a Technical Clarification (TC) on this webpage if appropriate.

Technical Feedback

The Technical Feedback Form is to be completed where a comment or inquiry regarding technical guidance does not relate to a registered project. The NZGBC takes all non-project related queries into consideration as these may result in the release of TCs where urgent clarification of the Technical Manual is required. Alternatively, issues raised through this process will be addressed prior to releasing subsequent versions of Green Star NZ tools.

Technical Clarifications

Technical Clarifications (TCs) are extensions to the guidance provided in the Technical Manual, and function to clarify, rather than amend the Credit Criteria or Compliance Requirements of a given Credit. GSNZAPs and project contacts cannot request a TC to be released, but can ask questions via the Project Inquiry or General Inquiry process that may be converted into TCs at the discretion of the NZGBC.
